SBY does not appear in interpellation session

JAKARTA (JP): President Susilo Bambang Yudhoyono Tuesday was absence in an interpellation session of the House of Representatives which requires him to explain the Indonesian support to UN resolution No. No. 1747 on Iranian nuclear issue.

During the session, the president was represented by seven ministers including Coordinating Minister for Politics, Legal and Security Affairs Widodo A.S., Coordinating Minister for People's Welfares Aburizal Bakrie, State Secretary Hatta Radjasa, and Foreign Minister Hatta Radjasa.

Interruptions from a number of legislators were voiced during the session, mostly expressing their disappointment over the absence of the president.

Many of them told House speaker Agung Laksono to reschedule the session to give chance to the president to explain the government decision on Iranian nuclear dispute. (**)

Ministers meet president after interpellation session

JAKARTA (Antara): Seven ministers met President Susilo Bambang Yudhoyono after they were rejected to represent him in the House of Representatives' interpellation session Tuesday.

Dozens of legislators demanded the president to explain by himself Indonesian support to UN resolution on Iran nuclear dispute.

The House earlier rescheduled the interpellation session after dozens of legislators aired interruptions to protest the absence of Yudhoyono in the meeting.

The seven ministers are Coordinating Minister for Politic, Legal and Security Affairs Widodo A.S., Coordinating Minister for People's Welfares Aburizal Bakrie, Foreign Minister Hassan Wirajuda, State Secretary Hatta Radjasa, Social Minister BachtiarChamsyah, Defense Minister Juwono Sudarsono, and Justice and Human Rights Minister Andi Mattalata.

Chairman of the National Intelligent Body Syamsir Siregar also took part in the meeting. (**)

President not to attend 2nd House enquiry session on Iran

SURABAYA(Antara)Zunge raus resident Susilo Bambang Yudhoyono will not attend a rescheduled House of Representatives plenary session to question the government on its support for the United Nations Security Council resolution imposing additioal sanctions on Iran, Presidential Spokesman Andi Mallarangeng said Thursday.

"The president can appoint his ministers to represent him as regulated in article 174 point D of the House's Internal Rules," Andi told reporters before speaking at an "Autonomy Awards 07" forum here.

He said when the House launched an interpellation some time ago on the hunger oedema case in the country, the president appointed the coordinating minister for people`s welfare and the health minister to give the government`s answers and there was no protest.

"When Megawati Soekarnoputri was president, the House launched an enquiry over the loss of Sipadan and Ligitan. The president sent Yudhoyono to represent her at the session but there was no protest at the time," he said.

The House on Tuesday held a plenary session to enquire President Yudhohono over the government`s support to the resolution but decided later to postpone the interpellation session until next week. (***)

RI blocks UN statement on Iran

Indonesia was the only UN Security Council (UNSC) member to reject a draft statement from the body strongly condemning remarks by Iran's President Mahmoud Ahmadinejad calling for Israel's destruction.

Due to Indonesia's rejection, the Security Council failed Friday to adopt the French-drafted statement, which required consensus by all 15 council members for adoption.

Indonesia said the Security Council's decision to target President Ahmadinejad's remarks was not fair because on many occasions and on many issues that directly threaten international peace and security the UN has been silent.

It pointed to Israeli's recent abduction and detention of Palestinian Cabinet and parliament members and the Jewish state's threat to assassinate Hamas leader Khalid Mishal as examples.

The world's most populous Muslim country also said the Security Council was silent on what it called Israel's almost daily attacks on unarmed Palestinians.

"The Security Council never reacts at all on issues that we believe have clearly threatened international peace and security, although we have asked many times," Indonesia's Foreign Ministry director for international security and disarmament, Desra Percaya, said Sunday.

When Israeli newspaper Haaretz called for Ahmadinejad's assassination last year for a more stable region, the Security Council did not give a reaction, Desra added.

Indonesia also said Ahmadinejad's June 3 statement calling for Israel's destruction was simply "rhetoric".

The draft statement also did not reflect what Ahmadinejad actually said, as he referred to the Zionist regime, not Israel, Desra said.

Iranian state news agency IRNA quoted Ahmadinejad as saying last Sunday, while discussing the recent violence between Israel and Hizbollah, that "the Lebanese nation pushed the button to begin counting the days until the destruction of the Zionist regime".

It also quoted him as saying, "God willing, in the near future we will witness the destruction of the corrupt occupier regime."

AP reported that delegates from Qatar, the only Arab nation on the UN Security Council, said they had no instructions from their government regarding the statement.

France's UN Ambassador Jean-Marc de La Sabliere said it was unfortunate that the council could not act immediately. But he said he would try again Monday to get all 15 council members to approve the statement.

"At stake is ... a real question of principle. When the president of a country talks about the destruction of another country, a member of the United Nations, this is a serious issue," de La Sabliere was quoted as saying by AP.

"His remark is very similar to the one he made in 2005 and the Security Council reacted in 2005," the French ambassador said. "I am confident that the council will react this time again."

In October 2005, the Iranian president caused outrage in the West when he said in a speech that Israel's "Zionist regime should be wiped off the map".

House queries merely a means to a political end

The four amendments that have been made to the 1945 Constitution were designed to reinforce the principle of separation of powers.

But the upshot has been the creation of separate institutions competing for power.

The current impasse between the House of Representatives and President Susilo Bambang Yudhoyono is part of a dynamic that has provided a look at a flagging presidency and its relationship with the legislature.

The reproach over the government's support of a UN Resolution on Iran is merely a pretext to assail a weakening presidency whose contrived rainbow coalition Cabinet is but a formality.

Three years ago people were likening Yudhoyono to the great communicator. But now we are painfully seeing that he is deficient in political communication.

Such an "attack" from the House would not have happened in the early days of Yudhoyono's presidency when his political cache was still in surplus.

But the dearth of political communication and non-existent legislative lobbying underlines Yudhoyono's vulnerability as the 2009 election year approaches.

Rarely have we heard of the President being in direct contact with House members, phoning to solicit support for policies.

Worse still we are increasingly hearing stories of subordinates questioning the President's unwavering support for their initiatives.

"Despite all her weaknesses, at least with Ibu (Megawati) you knew if she supported your decision she'd back you all the way. But with him, you just don't know and even can't get a decision," said a senior figure who served under both presidents.

This current impasse also highlights the President's overdependence on Jusuf Kalla's leadership of Golkar Party and Cabinet members from other parties as his main channel of communication with the House.

The President forgets that while "compromise" is the working principle of politics, "self-interest" is the penultimate goal.

As 2009 comes ever closer, these political parties will increasingly, albeit subtly, break rank.

One also has to understand that no one will gain a victory from the current brouhaha at the House. That is not the objective.

The aim is to begin "chipping away" at the stature of the President.

Yudhoyono remains the single most popular political figure in the country. His (approval) ratings remain high not because he is doing a good job, but rather because he has done nothing notably bad.

Add to that the fact that there are few, if any, new faces on the political stage who inspire common hope the way Yudhoyono himself and Megawati Soekarnoputri did when they first appeared.

The current and coming political disruptions at the House help to drain the President at a time when his biggest political "allies" and "threats" are already deploying themselves and feeling out alternative candidates.

Notice how Kalla was almost dismissive of the ongoing spat: "There's nothing wrong with that (the House inquiry)," he said a day after the suspended session.

This whole affair, Kalla said, was "quite normal".

"That's just the dynamism of politics."

Let us not forget that most political parties in this country retain a very strict chain of command. Rarely can elected party members deviate from the line set by the central board on major issues.

That is, of course, except when there is no party line.

On this particular query -- an issue which has no impact on personal party interests -- we are seeing an extraordinary display of "independence" from legislators.

This move is not a big push to unseat Yudhoyono or even cripple his presidency because legislators know they cannot defeat him in an open contest.

These are guerrilla raids to probe and weaken his defenses.

Be prepared. There are more to come with the "coincidence" of having the motion to query the President on the Lapindo mudflow forwarded on the heels of the postponed session.

How will the President respond in the next House session?

Yudhoyono cannot afford to repeat his demeanor from the Iran hearings since the emotional weight of the Lapindo issue is far more penetrating.

Stubbornness on this issue could be damaging not only for the political balance, but also in terms of potential votes.

It is also far more significant in the ever-changing political map since it relates directly to the interests of an individual who was key in Yudhoyono's past and future bid for the presidency.

Just how far the President will go to shelter him from any political fallout will indicate the extent of the relationship and where that individual stands in the two poles of power in the executive.

Yudhoyono ready to meet House leaders on interpellation agenda

JAKARTA (Antara): President Susilo Bambang Yudhoyono is ready to meet leaders of the House of Representatives to discuss agenda of president's response to an interpellation move proposed by anumber of legislators.

According to State Secretary Hatta Radjasa, the president also doesn't mind that the meeting would be carried out either in the Presidential Palace or in the House's building.

On June 5, the House canceled the interpellation session because a number of legislators rejected seven ministers, who were sent by the president to the session.

They demanded that the president would respond by himself question about the government decision to support UN Secretary General's resolution on Iran.

"The president is ready to communicate (with the House leaders)," Hatta was quoted as saying prior to a cabinet session at the Presidential office, here on Thursday. (**)

President has not decided new agenda of interpellation: Agung

JAKARTA (JP): House of Representatives speaker Agung Laksono said Thursday his office was now awaiting for response from President Susilo Bambang Yudhoyono about new agenda of interpellation session on Iran nuclear issue.

"We have not received any response from the Presidential Palace about new agenda of interpellation session," Agung was reported as saying by Elshinta news radio.

The House canceled the interpellation meeting on June 5 when legislators rejected seven ministers, who were tasked to respond legislature's questions to the government decision about the support to UN Security Council's resolution on Iran nuclear dispute.

Agung said the House's Consultative Body Thursday would carry out a meeting to discuss the latest issue on the process of interpellation session rescheduling. (**)

SBY to come to House building early July

JAKARTA (JP): President Susilo Bambang Yudhoyono is scheduled to come to building of the House of Representatives to meet with leaders of the legislature early July, State Minister HattaRadjasa said Friday.

Hatta said that his office was now waiting for official invitation from the House for the meeting.

"The president is waiting for invitation from the House leaders. Soon after we receive invitation, we will respond," Hatta was reported as saying by Elshinta news radio.

He, however, did not say that the meeting would discuss about agenda of the interpellation session as demanded by a number of legislators.

The House canceled the interpellation session early this month to question the government decision to support the UN Security Council resolution on Irian nuclear dispute.

Meanwhile, House speaker Agung Laksono said that the constative meeting between Yudhoyono and House leaders would be carried out on July 3. (**)

Iran thanks RI for stopping UNSC statement denouncing Tehran

JAKARTA (Antara): Iranian President Mahmoud Ahmadinejadhas expressed gratitude to the Indonesian government for its latest move in preventing the UN Security Council from issuing a French-initiated press statement denouncing the Iranian leader's statement on Israel, an Indonesian official said.

"President Ahmadinejad has expressed gratitude to the Indonesian government for its stand which shows a high level of independence and being the only country that opposed the French-initiated press statement so that the UN failed to issue it," the Indonesian president's special envoy for the Middle East, Alwi Shihab, said at the presidential office here Friday.

Iran's Fars news agency quoted Ahmadinejad as saying during the commemoration of the 18th anniversary of the death of Iranian spiritual leader Ayatollah Ruhollah Khomeini on June 3 that "the countdown for the Zionist regime's (Israel's) collapse has started at the hands of Hezbollah's children - inshallah (God willing), we will soon witness the collapse of this regime."

He was referring to the Iranian-backed, Lebanese Shiite militant movement which abducted two Israeli soldiers and killed three others in a July 12 cross-border raid, sparking a month-long war withIsrael.. (***)

President to skip second Iran plenary session

President Susilo Bambang Yudhoyono will not attend the second plenary session at the House of Representatives on Tuesday to question the government's support of a UN resolution placing sanctions on Iran for its nuclear program.

Yudhoyono has been in Pontianak, Central Kalimantan, since Monday for a two-day working visit to open a meeting of governors and launch several projects.

He will not return to Jakarta until Tuesday afternoon.

It will be the second time he has evaded a House plenary session, even though his absence from the first meeting last month stirred political discontent.

Last month he met with Timor Leste's then newly elected President Ramos Horta in Jakarta instead of attending the meeting and now is out of town even though the main items on the program for his Kalimantan visit were completed Monday night.

He has chosen to attend on Tuesday morning a presentation by Central Kalimantan Governor Usman Ja'far.

House Speaker Agung Laksono said Monday he had received a letter informing him of the scheduled absence.

"He will be represented by several related ministers the way he was the first time," Agung said.

After House members responded furiously to his first absence, the President had a limited closed-door discussion with House, commission and faction leaders about his foreign policy.

House internal regulations say the President can delegate ministers as representatives at House questioning sessions.

Tuesday's plenary session is likely to result in the House accepting Yudhoyono's absence, given that many of its initiators gathered in a Jakarta hotel on Sunday night to lobby the government.

Eleventh-hour lobbying sessions are common practice whenever the House wants to question a president.

Absent from the hotel were representatives from the self-styled opposition, the Indonesian Democratic Party of Struggle.

National Resilience Institute governor Muladi said Monday it would be best if the President attended the plenary session.

"I'm sure everybody would take off their hats to him and put out a greater sense of democracy if he came. But no one can force him if he chooses not to," he said.
